Mining Permits: proEXPLO 2026 to Open Debate on Streamlining Exploration in Peru

The event will bring together representatives from the public and private sectors, as well as civil society, in technical dialog sessions aimed at identifying bottlenecks, proposing regulatory improvements, and fostering more efficient and sustainable mineral exploration in the country.

Lima, April 28, 2026.- The 15th International Congress of Prospectors and Explorers (proEXPLO 2026) will mark a milestone by incorporating, for the first time, a dedicated section focused on the analysis of permitting in the mining industry, a key issue for the development of exploration projects in Peru, highlighted Adán Pino, president of the international congress.

The geologist explained that this new section will consist of a series of roundtables designed to address, from different perspectives, the challenges facing the sector in terms of administrative procedures and regulation.

“This is the first proEXPLO to include a dedicated permitting section. It will feature a sequence of roundtables bringing together perspectives from government officials, industry representatives, and civil society to help identify solutions to the challenges we currently face in the country,” he said.

In this regard, he emphasized that this approach aims to generate concrete proposals to streamline processes and promote the discovery of new resources, in line with sustainable development.

“All of this is intended to help ensure or promote discovery for the sustainable future we seek,” he added.

Participants

The first roundtable, titled “The Permitting Pathway: Diagnosing Administrative Processes for Mineral Exploration in Peru,” will be moderated by Jacqueline Villanueva, Mining Sector Manager at the Sociedad Nacional de Minería, Petróleo y Energía. Panelists will include Patricia Vizcarra, Social Responsibility, Permitting, and Mining Property Manager at BHP; Gonzalo Grez, partner at Cariola Díez Pérez-Cotapos; and Miyanou Dufour, partner at Hernández & Cía.

The second roundtable, “Legal and Regulatory Reforms for Agile and Responsible Mineral Exploration,” will be moderated by Diego Pachas, partner at Rodrigo, Elías & Medrano Abogados. The panel will feature Angélica Remuzgo, Head of the Restricted Areas Cadastre Unit at INGEMMET; Augusto Navarro, regulatory affairs specialist at the Sociedad Nacional de Minería, Petróleo y Energía; and Benjamín Pérez, partner in the Mining, Water, and Natural Resources practice at Guerrero Olivos (Santiago, Chile).
